New Mental Health Review Tribunal President appointed

Queensland Health's Chief Legal Counsel has been appointed as the new interim President of Queensland’s Mental Health Review Tribunal (MHRT).

Minister for Health and Ambulance Services, Cameron Dick, announced the appointment today.

Annette McMullan replaces current President Mr Barry Thomas who was removed as MHRT President following a decision made by Executive Council today. Mr Thomas was issued a show-cause notice in late February.

Mr Dick said Ms McMullan would help guide the MHRT during an important period.

“With expertise in the areas of health law, administrative law, health regulation and corporate governance, Ms McMullan will bring a wealth of legal and professional experience to the role,” Mr Dick said.

“In addition to her legal qualifications, Ms McMullan holds a Bachelor of Nursing having practiced as a registered nurse and midwife for more than 15 years prior to her admission to the Supreme Courts of Queensland and the ACT as a solicitor.

“This combination of a specialist health law background and nursing experience holds Ms McMullan in good stead to fulfil the role of President of this independent statutory body.”

Ms McMullan has been appointed as interim President for up to 12 months. Advertising for a permanent replacement will commence shortly.

The Mental Health Review Tribunal is established under the Mental Health Act and its primary purpose is to review the involuntary status of persons with mental illness.

The Tribunal consists of the President and other members, including lawyers, psychiatrists and other persons with relevant qualifications and/or experience. The President provides leadership and direction to members and staff and ensures the Tribunal’s business is conducted in an efficient and effective manner.
