Premier Peter Beattie said today that the bills to be introduced to Parliament this week include:

TERRORISM LEGISLATION AMENDMENT BILL 2007, Premier and Minister for Trade Media contact: Belinda Carroll 3224 4500

The Bill will amend the Terrorism (Preventative Detention) Act 2005, the Police Powers and Responsibilities Act 2000, the Public Safety Preservation Act 1986 and the Disaster Management Act 2003 and reviews and updates Queensland's anti-terrorism legislation.

A major feature of the Bill will be the introduction of new police powers to declare a terrorist emergency situation if necessary to manage and control a terrorist incident.

The Bill is based on national model laws developed through the Standing Committee of Attorneys-General to support the operation of the legal profession across Australia through uniform regulations. Specifically, the Bill will seek to reduce cross-border compliance costs, remove regulatory barriers to national legal practice and provide greater protection to the consumers of legal services across jurisdictions. It will repeal the Legal Profession Act 2004, Queensland Law Society Act 1952 and Trusts Accounts Act 1973.

JUSTICE AND OTHER LEGISLATION AMENDMENT BILL 2007, Attorney-General and Minister for Justice

The Bill amends 28 pieces of justice portfolio legislation as well as various other laws. A major feature of the Bill will be the creation of the position of judicial registrar to hear less complex matters usually determined by Magistrates. Magistrates courts are Queensland’s busiest courts and the creation of judicial registrars will help improve the court’s efficiency.

DANGEROUS PRISONERS (SEXUAL OFFENDERS) AMENDMENT BILL 2007, Attorney-General and Minister for Justice

The Bill will amend the Dangerous Prisoners (Sexual Offenders) Act 2003, which allows the Supreme Court to order the continuing detention or supervised release of serious sex offenders beyond the end of their jail sentence. The amendment will allow a Magistrate to issue a warrant for the arrest of a released offender suspected of breaching a supervision order, bringing the offender before the Supreme Court. The Bill will create an offence carrying a maximum penalty of two years jail for offenders who contravene, without reasonable excuse, a condition of a supervision order.

TRANSPORT OPERATIONS LEGISLATION AMENDMENT BILL 2007, Minister for Transport and Main Roads

The Transport Operations Legislation Amendment Bill 2007 implements provisions of the Qld/NSW cross-border memorandum of understanding which allow dual ranks to be established, providing better taxi services to the people of the Gold Coast and northern NSW. The legislation also establishes provisions for the funding of existing secure taxi ranks.

POLICE AND OTHER LEGISLATION AMENDMENT BILL 2007, Minister for Police and Corrective Services.

The Bill amends the Police Powers and Responsibilities Act 2000 (PPRA), the Police Service Administration Act 1990 (PSAA), and the Child Protection (Offender Reporting) Act 2004 (CPORA). The amendments remove old provisions, correct deficiencies or omissions and implement agreed policy changes.
Also, the Bill will amend the Transport Operations (Road Use Management) Act 1995 TORUM (for which the Minister for Transport and Main Roads is responsible) it will enforce new reforms improving young driver safety by restricting the number of passengers provisional drivers can carry at night.

PRIMARY INDUSTRIES ACTS AMENDMENT AND REPEAL BILL 2007, Minister for Primary Industries and Fisheries.

The Bill amends and repeals the Banana Industry Protection Act 1989 and makes amendments to the Sugar Industry Act 1999 with respect to the office of the Sugar Industry Commissioner. In the repeal of the Banana Industry Protection Act 1989, the Bill makes a number of procedural amendments to provide for the orderly dissolution of the Banana Industry Protection Board. The Bill also will progress amendments to the Sugar Industry Act 1999 with respect to the office of the Sugar Industry Commissioner. The amendments are required as the current legislative obligation on Queensland Sugar Limited to fund the office is no longer justifiable following the removal in 2005 of statutory vesting of the Queensland sugar crop.
