BILLS FOR INTRODUCTION IN PARLIAMENT THIS WEEK

For Parliamentary Week beginning Tuesday March 13, 2007

Premier Peter Beattie said today that the bills to be introduced to Parliament this week include:

COMMUNITY AMBULANCE COVER AND OTHER ACTS AMENDMENT BILL, Deputy Premier, Treasurer and Minister for Infrastructure.

The Bill amends the Community Ambulance Cover Act 2003; Electricity Act 1994 and Electricity and Other Legislation Amendment Act 2006; State Financial Institutions and Metway Merger Facilitation Act 1996; Breakwater Island Casino Agreement Act 1984; Lotteries Act 1997and Integrated Planning Act 1997.

The Bill makes consequential amendments to the Community Ambulance Cover Act 2003 to ensure appropriate imposition of the Community Ambulance Cover levy on commencement of full retail competition (FRC).

Amendments to the Electricity Act 1994, are of a minor and technical nature, to ensure the intended operation of the electricity and gas markets once Full Retail Competition commences.

The State Financial Institutions and Metway Merger Facilitation Act 1996 amendments provide that a minimum of five directors, or 40 per cent of the Suncorp-Metway Board (whichever is the greater), must reside in Queensland, including the managing director.

Amendments to the Breakwater Island Casino Agreement Act 1984 relate to land tenure agreements within the Breakwater Island marina basin.

Amendments to the Lotteries Act 1997 remove any legal doubt that a lottery licensee may pay a prize to a claimant who is unable to present the winning ticket, for example where it is lost or stolen.

Amendments to the Integrated Planning Act 1997 will make exempt development under the Integrated Planning Act a reconfiguration of a lot that is a result of a purchase of part only of a lot by Queensland Water Infrastructure in relation to projects that are water infrastructure projects. Of this amendment is to minimise delays in development of projects that are water infrastructure facilities.

COMMUNITY SERVICES BILL, Minister for Communities, Disability Services, Aboriginal and Torres Strait Islander Partnerships, Seniors and Youth.

The Community Services Bill provides a contemporary legal foundation for providing the best possible community services by giving greater transparency and certainty about how the Department of Communities gives funding and other assistance to community organisations. It also provides greater certainty that services will meet the needs of Queenslanders and help to build sustainable communities.

CONSUMER CREDIT CODE (MANDATORY COMPARISON RATES) BILL, Minister for Tourism, Fair Trading and Wine Industry Development and Women of Queensland.

The Bill will amend the Consumer Credit Code to extend a sunset date which is about to expire for the provisions that introduced Mandatory Comparison Rates. Mandatory Comparison Rates provisions mandatorily require lenders to disclose to borrowers the total cost of a personal loan including interest, fees and charges and require lenders to express that cost as an effective rate of interest.
