BILLS FOR INTRODUCTION IN PARLIAMENT THIS WEEK

For Parliamentary Week beginning Tuesday February 6, 2006

Premier Peter Beattie said today that the bills to be introduced to Parliament this week include:

CRIMINAL CODE AND CIVIL LIABILITY AMENDMENT BILL 2007, Attorney General and Minister for Justice.

The Bill amends the Criminal Code 1899 to increase the maximum penalty for dangerous driving causing death or grievous bodily harm from seven years to 10 years' imprisonment and up to 14 years if adversely affected by an intoxicating substance, excessively speeding or involved in an unlawful race or speed trial. The Bill will also create offences for identity theft and fraud.

HEALTH AND OTHER LEGISLATION AMENDMENT BILL 2007, Minister for Health.

The Health and Other Legislation Amendment Bill 2007 will amend –

• the Ambulance Service Act 1991 and the Health Services Act 1991 to create a regulatory framework for the conduct of ‘root cause analysis’ (RCA) in health services. RCA is a quality improvement technique used in other high risk industries such as the airline and mining industries. RCA explores the chain of events responsible for adverse events in order to identify the factors which caused or contributed to the event as well as the measures that may be implemented to reduce or prevent recurrences of the same type of event.

• the Mental Health Act 2000 to give effect to 10 recommendations from the 2006 Review of the Mental Health Act 2000, Promoting Balance in the Forensic Mental Health System (by Brendan Butler AM SC) that will create a clearer focus on victims; and allow for the appointment of additional judges to the Mental Health Court to create greater flexibility in managing the Court’s workload.

• the Tobacco and Other Smoking Products Act 1998 to prohibit the sale, supply and display of ‘ice’ pipes and bong components.

WILD RIVERS AND OTHER LEGISLATION AMENDMENT BILL, Minister for Natural Water Resources and Water.

The legislation will declare the State’s first six wild rivers - Settlement Creek, Morning Inlet, the Gregory River and Staaten River in the Gulf and rivers on Hinchinbrook and Fraser Islands.

The Wild Rivers and Other Legislation Amendment Bill ensures any future development in the six rivers preserves their unique natural values. The Bill is of national and international environmental significance.
