for Parliament Week beginning Tuesday November 28, 2006.

Premier Peter Beattie said today that the bills to be introduced to Parliament this week include:

NUCLEAR FACILITIES PROHIBITION BILL 2006, Minister for Energy

This bill will prohibit the building of nuclear power facilities in Queensland. Nuclear facilities to be prohibited include uranium enrichment plants, nuclear power stations and nuclear waste sites.

TRANSPORT OPERATIONS (ROAD SAFETY) AMENDMENT BILL 2006, Minister for Transport.

Introduces a range of changes to Queensland road safety laws including young driver reforms that will re-introduce P Plates to Queensland roads, restrict the number of peer passengers young drivers may carry late at night and restrict the power of cars young drivers may drive. The legislation will also introduce amendments that will allow police to conduct random roadside drug tests for cannabis, speed and ecstasy.

MAJOR SPORTS AMENDMENT BILL, Minister for Sport.

Outlines penalties for ambush marketing (aerial blimps, visible signage, skywriting etc) at major sporting events at State-owned facilities and increased penalties for ticket scalping at major events, including sporting and entertainment.

SPORTS DRUG TESTING AMENDMENT BILL, Minister for Sport.
Outlines new measures in crackdown on drugs in sport - to maintain consistency with new Commonwealth legislation - including new National Anti-Doping Scheme, which will be administered by Australian Sports Anti-. Bill also establishes the Australian Sports Drug Medical Advisory Committee.

SUPERANNUATION (STATE PUBLIC SECTOR) AMENDMENT BILL 2006, Deputy Premier

This Bill amends the Superannuation (State Public Sector) Act 1990 to provide a framework for QSuper to apply for Commonwealth regulation as an employer-sponsored superannuation fund. The changes needed to allow application of Commonwealth laws mainly relate to the QSuper Board's appointment, termination, remuneration and protection from liability processes and some provisions to ensure the Board is responsible for investments.

The Government considers that it is appropriate for QSuper to commence preparations for a move to Commonwealth oversight, as it is now a market linked fund with a large proportion of assets subject to member investment choice and hence investment market moves.

The Bill also provides for some changes to QSuper's administrator, the Government Superannuation Office (GSO). Assets and some of the staff of the GSO will be transferred to QSuper to ensure it can discharge its regulatory obligations. Due to the uncertainty caused by the Commonwealth IR legislation, staff will remain employed by Treasury but will work for QSuper under an agreement. Affected unions have been consulted and are supportive of the changes.'

VOCATIONAL EDUCATION, TRAINING AND EMPLOYMENT AMENDMENT BILL 2006, Minister for Education.

This Bill will amend the Vocational Education, Training and Employment Act 2000 to enable the implementation of actions outlined in the Queensland Skills Plan White Paper.

The primary intention of the Bill is to enable the implementation of new industry engagement arrangements and to streamline the completion process for apprentices and trainees to support competency based training.

AUSTRALIAN CATHOLIC UNIVERSITY (QUEENSLAND) BILL 2006, Minister for Education.

This Bill provides stand-alone legislation for the Australian Catholic University. It will bring the University into line with the eight other Queensland tertiary institutions which enjoy their own dedicated State Acts.

This will ensure the Australian Catholic University, as a well-established and highly respected institution within Queensland and nationally, is viewed and perceived equally with all other Queensland universities through its presence on the State statute books.

SECURITY PROVIDERS AMENDMENT BILL 2006, Minister for Fair Trading.

The Security Providers Amendment Bill 2006 will dramatically toughen regulation of the industry. The Bill provides for fines of up to $75,000 and 18 months jail for repeat offenders and will set new standards for industry conduct, training and accountability.

STATUTE LAW (Miscellaneous Provisions) Bill, Leader of the House
The Bill will amend 50 Acts with amendments that take account of drafting practices, update cross references, provide greater clarity and make other minor amendments.
