COMPANIES TO BE INVITED TO TENDER FOR PRIVATE PRISONS

Corrective Services Minister Judy Spence has revealed four companies are to be invited to tender to manage and operate Queensland’s two privately-run prisons, Borallon and Arthur Gorrie Correctional Centres.

In July Ms Spence announced Cabinet had decided to put the management and operation of Queensland’s two privately-run prisons out to competitive tender.

“The tender process is about ensuring value for money in the establishment of new contracts that are aligned with recent changes within Queensland’s corrective services system,” Ms Spence said.

“It is not about the performance of the current operators.”

Ms Spence said the following four companies will be invited to tender:
• GEO Group Australia Pty Ltd;
• GSL Australia Pty Ltd;
• Management and Training Corporation Pty Ltd; and
• Serco Australia Pty Limited.

GEO currently operates Arthur Gorrie, and Management and Training Corporation currently operates Borallon.

“Both of these jails have been operating under private contract since they were commissioned in 1990 and 1992 respectively,” Ms Spence said.

“Each of these four companies are experienced providers of correctional services.

“The combined value of both contracts over five years is in excess of $200 million.

“The contracts will be for five years, with an option for Queensland Corrective Services to extend them for a further five years.”

Ms Spence said an invitation to tender package will be released to these companies within the coming months, with a tender evaluation process undertaken in the first half of next year. New contracts should be executed by October 2007 to commence on 1 January 2008.

Ms Spence said an independent probity auditor has been contracted to oversee the probity of the entire project.
