Independent Advisor to oversee Douglas Shire: Fraser
Local Government Minister Andrew Fraser has announced an independent advisor will be appointed to formally monitor the performance of the Douglas Shire Council.
Mr Fraser said in light of a formal investigation into the council – which identified a number of areas where the Council’s performance must be improved - he needed to act as a matter of urgency.
Today Mr Fraser appointed Mr David Spearritt, Director of the Orion Consulting Network, to act as independent advisor. Mr Spearritt will report weekly to the Local Government and Planning Department Director-General.
Mr Fraser said the investigation highlighted serious concerns with the Council’s operations, particularly in relation to a lack of performance management systems for senior management.
“It is concerning that the Council has no performance management systems in place for senior staff to allow them to monitor their own performance - this is a critical function of any Council,” Mr Fraser said.
“Mr Spearritt will help the Douglas Shire implement a comprehensive performance management system for the CEO and senior management.
“He will also monitor the council’s progress against the plan once they have it in place.”
Mr Fraser said he had also asked the Director-General to collect all documentation regarding the Beach Club development application and subsequent court appeal by Council.
“The investigator’s report recommended the Department look closely at the Council’s court appeal following the overturning of the initial refusal of the Beach club development at Port Douglas.
“We need to identify if this decision was made in the best interests of the Shire.”
Mr Fraser said Mr Spearritt would work with the Council for the next two months to oversee the development of a performance management system and track Council’s progress.
“He will report on possible future actions at that time.”
