Permanent Queensland Small Business Commissioner appointed

• Nicolle Kelly has been appointed as the permanent Queensland Small Business Commissioner.
• The Commissioner enhances the operating environment for Queensland’s 508,000 small and family businesses, and has been refocused by the Crisafulli Government to reduce red tape and support dispute management.

The Crisafulli Government has appointed Nicolle Kelly as the permanent Queensland Small Business Commissioner. 

The Commissioner plays a key role enhancing the operating environment for small businesses in Queensland and reducing the time and costs associated with resolving disputes involving small businesses. 

Ms Kelly has been acting in the role since the resignation of the former Commissioner in October 2025. 

The Crisafulli Government is delivering a fresh start for Queensland's small and family businesses after Labor's decade of decline, and has refocused the Queensland Small Business Commissioner on red tape reduction and dispute resolution. 

Minister for Small and Family Business Steve Minnikin said Ms Kelly was an experienced executive highly credentialled in innovation, stakeholder engagement and program design. 

“Ms Kelly has a proven record of establishing strong networks across government, combined with an in-depth knowledge of the processes and instruments required to influence and advocate for change – placing her in a strong position to support Queensland’s more than 508,000 small businesses,” Minister Minnikin said. 

“The Crisafulli Government is delivering on our promise to refocus the role of the Commissioner on red tape reduction and dispute management. 

“In her last few months in the role, Ms Kelly has proven to be a passionate and strong advocate for small and family businesses and our government’s small and family business first approach.”   

Ms Kelly said she was proud to be permanently appointed and was committed to enhancing the operating environment for the state’s small and family business sector. 

“I’m looking forward to continuing to contribute to a fair and competitive trading landscape and ensuring Queensland small businesses are heard, supported and respected,” Ms Kelly said. 

“Having grown up in a small business family I know what it takes to succeed, and the value small businesses contribute to their communities and the economy.”
