South Brisbane riverfront to be transformed with city-shaping plan for industrial site

  • One of Brisbane’s last remaining riverfront industrial sites is set to be transformed into a thriving mixed-use precinct, with market sounding launched.
  • The project is an opportunity for generational renewal of South Brisbane, with possible entertainment spaces, riverfront promenades and event lawns and more than 4,000 new homes.
  • The Crisafulli Government will partner with the private sector and Schrinner Council to transform the 7.1-hectare Visy industrial site.
  • Construction could begin from March 2027 with interested proponents encouraged to visit EDQ website to submit proposals. 
  • The project is part of delivering a fresh start, and a plan for Queensland’s future, after Labor’s decade of decline.    

The Crisafulli Government is set to transform one of Brisbane’s last remaining industrial riverfront sites into a world-class mixed-use precinct, with a landmark development opportunity launched to market today.  

The 7.1-hectare site which is currently occupied by Visy’s glass recycling and manufacturing facility – is set to be transformed into a vibrant residential, community and economic precinct that would expand South Bank’s legacy.  

This new precinct could deliver over 4,000 more homes, as well as entertainment spaces, riverfront promenades, event lawns, community spaces with connectivity to Brisbane’s inner-city hubs.  

Earlier this year, the Crisafulli Government confirmed it would no longer proceed with Labor’s failed plan to use the site as the broadcast centre after the 100 Day Review found it was not financially viable and not required.  

Located 1.3 kilometres from the Brisbane CBD between South Bank and West End, the site is one of the few significant riverfront precincts still available for redevelopment in Brisbane. 

The market launch is underpinned by a renewed Kurilpa temporary local planning instrument approved by the Deputy Premier to streamline planning approvals and enable unlimited building heights up to the flight path cap of 274 meters. 

Premier David Crisafulli said the Government was delivering the fresh start Queenslanders voted for, exactly as promised.   

“We’re unlocking one of the last golden stretches of riverfront to create a world-class legacy precinct that all Queenslanders can be proud of,” Premier Crisafulli said.   

“This is a once-in-a-generation moment to reshape Brisbane’s inner city and deliver lasting benefits.  

“While we are getting the Games back on track, there is much more to be done to deliver for Queensland’s future, and we remain committed to delivering the fresh start we promised.” 

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the Visy site was a wasted opportunity under Labor, but the Crisafulli Government would deliver a legacy project, with new homes, mixed-use and green space for generations to come. 

“Labor’s plan for the Visy site was to waste more taxpayer money on yet another white elephant project that didn’t stack up and delivered no new homes for Queenslanders,” Deputy Premier Bleijie said.  

“Instead of yet another Steven Miles wasteful white elephant vanity project, the Crisafulli Government will partner with the private sector to reverse Labor’s Housing Crisis while delivering a new world-class precinct for the city.  

“The Crisafulli Government’s plan will deliver more homes, more jobs and a vibrant precinct generations of Queenslanders can be proud of.” 

Brisbane Lord Mayor Adrian Schrinner said this was an incredible opportunity to deliver more new homes for Queenslanders and riverfront parkland in an area already serviced by public transport.  

“More than 5000 new homes are planned in South Brisbane’s Kurilpa Precinct already and this builds on our plan to transform this area into one of Brisbane’s most liveable communities,” Lord Mayor Schrinner said.  

“Our plan means we’re able to deliver new homes in an area where more people want to live while protecting the character of Brisbane’s suburbs. 

“Our planning has helped transform areas like James Street and Howard Smith Wharves and the Kurilpa Plan will do much the same for South Brisbane.” 

The site is one of a number identified under the Crisafulli Government’s plan to activate more surplus Government-owned land to give more Queenslanders a place to call home and deliver one million homes by 2044.

EDQ will then identify a shortlist of proposals and work with them individually or as a consortium to develop the proposals into shovel-ready development agreements.
