Chair and deputy appointed to economic regulator

Deputy Premier and Treasurer Jackie Trad has announced several appointments to the board of the state’s independent economic regulator, the Queensland Competition Authority.

Ms Trad said that Professor Flavio Menezes has been appointed as QCA Chairperson and Ms Madeline Brennan QC had been appointed as Deputy Chairperson for periods of six months from 5 June 2018 to 31 December 2018. 

“Both Professor Menezes and Ms Brennan have been valued members of the QCA Board since 2016, with Professor Menezes being the existing Deputy Chairperson,” Ms Trad said.

Professor Menezes is a leading Queensland economist, currently a Professor of Economics at the University of Queensland, and is widely published in the area of competition and economic regulation.

Ms Brennan has extensive legal and commercial experience specialising in the areas of taxation and revenue law, administrative law, and competition and consumer law.

Ms Trad also said that Dr Warren Mundy has been appointed as a new QCA Board member for a three year term commencing on 5 June 2018.

Dr Mundy is an economist with substantial experience in infrastructure management, regulation and policy and has held senior executive roles in the airports industry in Australia and Europe and has worked for McKinsey and Co, the Reserve Bank and the WA Treasury Corporation.

Dr Mundy was a Commissioner on the Australian Productivity Commission from 2010-2016, presiding over several inquiries and has a PhD in economics from Kings College, Cambridge.

The terms of the appointment are shorter than normal as the appointments are intended to be interim in nature while the Government considers in detail longer term arrangements for the QCA Chairperson and Deputy Chairperson. 

These appointments follow from the recent decision by the former Chairperson, Professor Roy Green, not to seek reappointment upon the expiry of his term on 4 June 2018.

“I would like to thank Professor Green for his service as QCA chair over the last three years and wish him well in his future endeavours,” Ms Trad said.
