Development partner sought for Commonwealth Games Village

The Queensland Government is seeking a development partner for the Commonwealth Games Village for the Gold Coast 2018 Commonwealth Games.

It today initiated an Expressions of Interest process for the development.

Deputy Premier and Minister for State Development, Infrastructure and Planning Jeff Seeney said the government was seeking private sector innovation to produce cost effective market-driven solutions for the delivery of the Games Village.

“Development of the Games Village will be one of the most significant projects ever undertaken on the Gold Coast,” Mr Seeney said.

“It will host some 6,500 athletes and team officials and is a vital piece of infrastructure necessary for the Commonwealth Games.”

“The development of the Games Village will be a significant boost to Queensland’s construction industry and generate economic development for the Gold Coast community.

“The Commonwealth Games and associated infrastructure will inject an estimated $2 billion into the Gold Coast economy and up to 30,000 full-time equivalent jobs.”

The Games Village is to be built on the 29.4 hectare Parklands site in Southport which was declared a Priority Development Area (PDA) on February 1 to fast-track the development.

The site will be redeveloped as a master planned community, commencing with the development of the Games Village.

Following the Commonwealth Games, the village will be transformed into a vibrant mixed-use centre at the heart of the Gold Coast Health and Knowledge Precinct, which includes a mix of research, commercial, retail, residential and recreational and community facilities.

Mr Seeney said the cost to government of the Games Village would be dependent on the approach the selected development partner or consortia considered in the diversity of the residential product and the overall master plan.

Commonwealth Games Minister Jann Stuckey said the call for a development partner was another milestone in the lead up to the Gold Coast 2018 Commonwealth Games.

“This is the next step to ensure we are on track to deliver the Games Village on time and on budget,” Ms Stuckey said.

“Today we have unveiled the Games emblem, Countdown Clock, new website and merchandise which has created a real sense of excitement that the Games are coming to the Gold Coast in 2018.

“This will be the biggest sporting event staged in Australia this decade. The Games Village will be great legacy project that will continue to deliver for the Gold Coast.”

The successful development partner, or consortia, will work with the Queensland Government to deliver the Games Village through Economic Development Queensland (EDQ) which will act as planning authority and facilitator for the development.

Shortlisted bidders will be announced in mid-2013 and will be invited to submit a Request for Proposal to formulate their offer to develop the site.

A decision on the final development partner selection is anticipated by early 2014.

The Expression of Interest documentation is available from the Queensland Government eTender website. Interested organisations and consortia are encouraged to visit the site (www.etender.qld.gov.au) to register, to view or download the relevant documentation.

The Expressions of Interest will close on May 17.

EDQ will take ownership of the Parklands site from October 1 after the current operations of the Gold Coast Parklands are expected to cease.

Decommissioning of the Gold Coast Parklands is being managed by the Parklands Trust and all existing users will vacate the site by September 30 enabling the early works for the project to commence from October 2013.
